CLASS TITLE:  Budget Coordinator(Finance Manager)

 

QUALIFICATIONS:                 

1. Degree in accounting, business administration or public administration.

2. Minimum of three years’ experience in budget-related functions.

3. Such additional qualifications as the Superintendent may find appropriate and acceptable.

SUPERVISES:                         Assigned Staff

 

JOB GOAL:                              To perform whatever task the immediate supervisor and Superintendent may assign with accuracy, efficiency, and cooperation; and to be as efficient and accurate as possible in all financial transactions so the Board and employees have total faith in the job that is done. 

 

BASIC FUNCTION:                 Prepare and coordinate budget materials and manuals for the development of the General Fund and Federal Fund Budgets including budgeting materials and manuals for school centers; work with cost centers to provide assistance in budget development, procedures and adjustments when involving staff or operational funds; coordinate on-going development and analysis of the annual budget; work with other Divisions in the planning of new programs and analysis of budget needs.

PERFORMANCE RESPONSIBILITIES

  1. Assist in receiving monies to which the Board is entitled by statute; deposits funds in designated depository; withdraws funds upon Board approval.
  2. Assist in coordinating and directing the receipting of funds collected by the Board; reviews and coordinates funds for cash flow analysis and cash management and investment.
  3. Assist in maintaining full and complete account of funds and makes reports as required by Immediate Supervisor and/or Superintendent/Designee.
  4. Assists with issuing personal checks on the depository for payment of legal claims, which have been authorized for payment by the Board of Education.
  5. Analyzes, reviews, and prepares a variety of financial statements and reports related to assigned functions.
  6. Assists with communicating with other governmental agencies, taxing authorities, administrators, and District personnel.
  7. Assists with computerizing salaries, preparing checks and bi-monthly payroll reports; balances quarterly and year-end fiscal and W-2 reports.
  8. Assists with maintaining adult building tax, county payroll, city tax, county retirement, and social security accounts.
  9. Assists with coordinating the internal auditing and external auditors to assure adequate control and compliance with established policies and procedures.
  10. Organizes and maintains financial personnel files on all employees in the school district.
  11. Assures internal controls are established, maintained and documented in compliance with organizational directives.
  12. Assists in oversight of the maintenance of District-wide financial records and programs.
  13. Responsible for the preparation of various financial statements and their dissemination.
  14. Assists in reviewing, analyzing and evaluating budgetary process, assuring compliance with generally accepted budgeting principles, standards and procedures as assigned by the immediate supervisor.
  15. Attends required local, regional and state trainings as approved by immediate supervisor and/or Superintendent/Designee.
  16. Performs such other tasks and assumes such other responsibilities as may be assigned by the immediate supervisor and the Superintendent/designee. 

TERM OF SERVICE:              Salary and workdays/jobs to be established by the Board.

According to U.S. Department of Labor, this position meets criteria to qualify as an administrative exemption from both the minimum wage and overtime requirements set forth in KRS 337.275 and 337.285.

                                                provisions of the Board’s policy on Evaluation of Classified
